This Toolkit provides easy access to information on twelve different planning, zoning and subdivision techniques that will make smart growth a reality in your community. The materials are designed to increase understanding of smart growth tools and how to customize the techniques to local circumstances. The commonwealth encourages communities to pass and implement these smart growth measures.

The Horsley Witten team for the Smart Growth Toolkit worked with the EOEA and subcontractors to develop the many tools, techniques and elements of this toolkit. Scott Horsley and Nate Kelly were the principal designers of the toolkit, Jim Snider created and designed the HTML content of the CD and Kevin King designed the brochures, slideshows and poster. Kevin and Jim videotaped the interview with former EOEA director Doug Foy on location.

Over 5,000 CDs were distributed throughout the state along with 15,000 Smart Growth Techniques brochures.
