HW Project receives RIAPA 2009
“Award for Outstanding Plan Implementation”

Planning and Development Director for North Kingstown, Rhode Island (RI), Mr. Jonathan Reiner, is the winner of this year’s RI Chapter American Planning Association (APA) “Award for Outstanding Plan Implementation.”  HW assisted Mr. Reiner with the Town’s recent adoption of the first Transfer of Development Rights (TDR) Program in the State of Rhode Island.  RIAPA Awards Chair, Mr. Vincent Murray, writes that the TDR Program is “truly a ground breaking implementation of a creative smart growth land use technique..(that) will doubtlessly engender other communities adopting their own programs.”  HW Senior Planner, Nathan Kelly, has been working closely with Mr. Reiner throughout the planning and adoption process, and continues to assist with the implementation of this innovative smart growth tool in North Kingstown and other communities throughout New England.
