Land Use Plans The Comprehensive Plan The Comprehensive Plan is a general policy document, drafted by a community, which provides overall guidance for the planning and development for the community. The Plan outlines the community's goals for issues such as housing, natural resources, economic development, and transportation. It provides an opportunity for a community to consider a number of potentially conflicting land use issues at the same time, and determine how to allow for both continued economic growth and natural resource protection. Comprehensive Plans provide the basis for zoning maps. The goals outlined in the Plan, coupled with the potential housing densities, as allowed by the local zoning ordinance, and zoning map, provide a "blueprint" for future possible development scenarios.
