It is of significance that field findings, restoration concepts, and watershed recommendations were all developed prior to September, at which time the USVI was hit by two category 5 hurricanes within a two-week period.  This report was being finalized while Smith Bay residents and businesses were in the early stages of damage assessment and recovery.  While the drainage conditions described in this report may differ post-hurricane, this report helps document pre-hurricane issues and offers a number of restoration options that, in the face of extensive damage, may become more feasible for implementation moving forward.
